The U.S. Department of Commerce has finalized its determination regarding Algerian steel, imposing countervailing duties of 72.94% and anti-dumping duties of 127.32% on steel concrete reinforcing bar (rebar) imports from Algeria. The decision follows investigations initiated in June 2025 by the U.S. Department of Commerce and the International Trade Administration (ITA) into unfair trade practices. The investigations focused on rebar imports from Algeria, Bulgaria, Egypt, and Vietnam.

The U.S. investigation period covered April 1, 2024, to March 31, 2025. The U.S. Census Bureau data indicates that U.S. imports of Algerian rebar were approximately 363.6 thousand tonnes valued at $274.7 million in 2022, then rose to 440.7 thousand tonnes valued at $269 million in 2023, before declining to 91.5 thousand tonnes worth $50.2 million in 2024. The Rebar Trade Action Coalition, including major U.S. producers like Nucor, Gerdau Ameristeel, and Steel Dynamics, filed the complaint to protect the domestic market from unfair competition.

The anti-dumping duty specifically targets Tosyali Iron Steel Industry Algeria SPA (Tosyali Algeria), with the same rate applying to all other Algerian exporters. Tosyali Algeria withdrew from the investigation, leading the Department of Commerce to rely on facts otherwise available and apply an adverse inference in calculating the dumping margin. The scope of the investigation includes steel concrete reinforcing bar in straight lengths or coil form, regardless of metallurgy, length, diameter, or grade, but excludes plain rounds.

The duties will likely impact Algerian steel exports to the U.S., potentially benefiting U.S. steel producers. In 2024, Egypt was the largest source of imported rebar to the U.S., with Algeria ranking fourth. The U.S. had imposed 25% global steel import tariffs in March 2025, which then doubled to 50% in June 2025. These duties, combined with the new countervailing and anti-dumping duties, could significantly alter trade flows.

The U.S. International Trade Commission (ITC) will make a separate ruling on whether the imports have caused material injury to the domestic industry. If the ITC confirms injury, the anti-dumping duties will be imposed on Algerian rebar imports. Market participants should monitor the ITC's decision and any potential appeals or challenges to the duties. These duties could lead to increased prices for rebar in the U.S. and potentially affect construction projects relying on imported steel.
