The NASDA-ASICOM partnership signals a growing focus on micro-enterprise development in Algeria, presenting opportunities for investors and fund managers interested in early-stage ventures. International firms should monitor NASDA's platform, Business.NESDA.nz, which connects over 5,000 micro-enterprises with public and private operators, for potential partnerships and investment prospects.

The National Agency for Support and Development of Entrepreneurship (NASDA) and the Algerian-Saudi Investment Company (ASICOM) signed a partnership and cooperation agreement in Algiers on Tuesday, February 24, 2026. The agreement aims to strengthen financing and investment mechanisms for micro-enterprises in Algeria. The signing took place on the sidelines of a forum organized by NASDA on developing and expanding the prospects of micro-enterprises.

This partnership aligns with Algeria's broader strategy to bolster its entrepreneurial ecosystem and diversify its economy away from hydrocarbons. In 2025, the government met to address the difficulties encountered by startups and micro-enterprises in their import operations, particularly concerning financing the raw materials needed for their investment projects. NASDA plans to support 10,000 micro-enterprises nationwide in 2026 through financing agreements, Entrepreneurship Development Centers (CDEs), and business management training. President Abdelmadjid Tebboune launched the African Startup and Young Innovators Financing Fund in September 2025, with Algeria committing $1 billion to support African startups.

ASICOM, established in 2008 through an agreement between Algeria and Saudi Arabia, has a declared capital of 8 billion Algerian dinars (~$60 million). The company focuses on promoting and financing projects across various sectors, including investments in new and existing companies. NASDA's "Localization" program, launched in November 2025, connects companies operating in Algeria with local micro-enterprises to substitute imported inputs, aiming to reduce import costs and enhance economic resilience. NASDA also intends to facilitate 500 subcontracting agreements between micro-enterprises and economic operators.

The NASDA-ASICOM agreement is expected to benefit Algerian micro-enterprises by providing increased access to funding and investment opportunities. This collaboration could also stimulate growth in sectors beyond hydrocarbons, aligning with Algeria's diversification goals. NASDA's efforts to connect micro-enterprises with larger companies through subcontracting agreements could lead to increased market access and integration into established value chains.

Looking ahead, stakeholders will monitor the implementation of the NASDA-ASICOM partnership and its impact on micro-enterprise growth and job creation. NASDA aims to support 10,000 micro-enterprises in 2026. Continued support and access to state-developed business premises will be crucial for the long-term sustainability of these ventures.
