The 11 cooperation agreements between Algeria and Angola signal a concerted effort to diversify both economies and foster intra-African trade. Investors should monitor the launch of the direct Algiers-Luanda air route in July 2026, as it could significantly reduce transaction costs and improve supply chain efficiency for businesses operating in both countries. Companies in the pharmaceutical, renewable energy, and digital infrastructure sectors stand to benefit from increased government support and potential joint ventures.

Algeria and Angola deepened their bilateral cooperation on May 12, 2026, signing 11 agreements and Memoranda of Understanding (MoUs) during Angolan President João Lourenço's state visit to Algiers. The agreements aim to elevate the relationship to a comprehensive strategic partnership, with a focus on strengthening collaboration in key sectors such as energy, agriculture, pharmaceuticals, renewable energy, infrastructure, and digitalization. Presidents Abdelmadjid Tebboune and João Lourenço oversaw the signing ceremony, emphasizing their shared commitment to economic development and regional integration. A direct air route between Algiers and Luanda is slated to launch in July 2026 to facilitate trade, official visits, and travel between the two nations.

Algeria and Angola share historical ties rooted in Algeria's support for Angola's struggle for liberation from Portuguese colonialism. Algeria provided training and diplomatic assistance to Angolan freedom fighters, solidifying a bond that has persisted through political changes. In April 2025, the first session of political consultations between Algeria and Angola resulted in a Memorandum of Understanding between the two countries' foreign ministries, establishing a framework for intensified coordination and broader cooperation. In November 2025, Angola's ambassador to Algeria, Toko Diakenga Serão, highlighted the "excellent" relations between the two countries, noting their shared values and positions on African continental matters.

The agreements span diverse sectors, including oil and gas, mining, investment, telecommunications, postal services, higher education, scientific research, vocational training, water resources, and the pharmaceutical industry. A memorandum of understanding was also signed between the Algerian Investment Promotion Agency (AAPI) and the Angolan Private Investment and Export Promotion Agency (AIPEX) to facilitate investment and business activity. Additionally, a cooperation agreement was established between the Institute of Diplomatic and International Relations (IDRI) and the Angolan Diplomatic Academy. These collaborations aim to leverage the comparative advantages of both nations, with Angola possessing vast economic potential and Algeria being a major African economy.

For Angola, these agreements support its economic diversification strategy, reducing reliance on oil exports and enhancing access to North African markets. Algeria aims to reinforce its regional influence by expanding energy partnerships and exploring opportunities in other sectors. The strengthened ties could lead to increased trade between the two countries, which stood at $1.4 million in 2024. In 2024, Algeria's exports to Angola totaled $1.33 million, consisting mainly of tissue ($839k), rice ($131k), and prepared binder for foundry ($88.7k), while Angola's exports to Algeria amounted to $131k, primarily composed of ferroalloys ($128k).

Looking ahead, the direct air link between Algiers and Luanda, scheduled to launch in July 2026, is expected to boost trade and strengthen people-to-people connections. The Joint Business Council will serve as a permanent forum for fostering partnerships between economic operators. Both nations are committed to supporting peaceful solutions to conflicts in Africa and promoting African integration through the African Continental Free Trade Area (AfCFTA). The success of these initiatives hinges on the effective implementation of the signed agreements and the sustained commitment of both governments to deepen their strategic partnership.
